Analysis: Britain’s Rudderless FRide to Somalia’s Rescue

Peace conferences are generally good ideas. Talking is always better than fighting and conference rooms are safer than battlefields, for everyone. So that’s why the talks in London on Thursday to address the vexed and varied problems of Somalia should be such welcome news.

There will be plenty of important Somalis present, lots of even more important diplomats and the conference venue is none other than Lancaster House. Britain’s diplomats are so excited about this initiative that they even designated a Twitter hashtag (#LDNSomalia), which was for a few weeks used exclusively and enthusiastically by British diplomats themselves, until it was adopted by a wider audience.

LONDON — UK Foreign Secretary William Hague, speaking on Thursday in the House of Commons said Somalia presented the greatest challenges facing the modern world. He said for twenty years Somalia has not had a functioning government and “presents the most acute symptoms of a failed state”. He made the remarks during a debate that saw Somaliland and security topics dominate the talks.

• This paper uses recent forms of nightlight emissions and high resolution satellite imagery to look at the effects of piracy on the Somali economy and establish which groups benefit from ransom monies.
• Pirates appear to be investing money principally in the main cities of Garowe and Bosasso rather than in the coastal communities where pirate activity is located.
• The positive economic impacts of piracy are widely spread, so a military strategy to eradicate piracy could seriously undermine local development.
• Villages that have gained little from hosting pirates may be more open to a negotiated solution which would be to their benefit.

Somaliland: End Forced Return of Refugees

(Nairobi) – The Somaliland authorities should cease forcibly returning refugees and asylum seekers to possible persecution in Ethiopia, Human Rights Watch said today. On December 28, authorities returned 20 Ethiopian refugees and asylum seekers in violation of the fundamental international refugee law prohibition against “refoulement,” the forcible return of anyone to persecution or to a place where their life or freedom is threatened.
